Adds detail to the Children Act of 1989.
Defines the threshold for state intervention in family life to protect children from abuse.
Defines ‘significant harm’ and ‘child in need’.

Children Act (2004) continued
States that local authorities and children’s social care are responsible for investigating whenever information is received that gives reasonable cause to suspect significant harm.
States that schools should cooperate with local authorities when investigations are taking place.
