The amendments in the United States constitution are the backbone of the country, serving as a safeguard for people's rights and keeping the laws relevant for the country. Reconstruction has occurred throughout the Constitution's history, reflecting the country's values for American society. Among all 27 amendments, the 11th, 21st, and 27th amendments have crucial value in the country and constitution by addressing crucial issues. Previous to these amendments, problems relating to rights and congressional pay were making the country more divided and less effective, furthermore, prompting a change by the government to improve the situation in the country. Georgia, involved Alexander Chisholm who attempted to sue the state of Georgia for breach of contract. This all unfolded after Georgia did not want to pay the $500,000 worth of weapons that Alexander provided for the American Revolution, as agreed in the contract. Georgia did not bother showing up to the court case with the belief that a person can not sue a state unless they are given permission. This idea sprouted from the thought that the people were overstepping their power and the people could not go above state sovereignty. Nonetheless, the judicial branch was infuriated and ruled in favor of Alexander Chisholm with evidence from Article III Section 2 Clause 1, stating that federal courts have the power to hear disputes between private citizens and citizens of other states. With these discussions relating to court powers being addressed, another court case sprung into action, Hollingsworth v. Virginia. With this rising issue, an undergrad in Texas, Gregory Watson, was completing a research assignment when he came across a book with all amendments ever created despite their implementation. This is where he stumbled upon an amendment that was expected to be in the Bill of Rights, the 27th Amendment. He, similarly, found it horrible that someone could give themselves raises from taxpayers' money, consequently, he wrote 535 letters to government officials in order to resolve this issue. After the speaker of the house found out about this complaint, he took credit for making the Republican party look good for speaking up about this truth. However, this topic was likely brought up because congressmen were not worried that the public interest would turn against them during the “.com Era”. This period was during the 1990s and early 2000s when a surplus allowed for more flexibility and reduced national debt, further impacting the economy.
