To value the importance of an Amendment, you must acknowledge that it affects the entire nation. According to a group of US college dropouts, “54.1% say it is due to the towering costs of tuition” (Bouchrika). Although the handling of higher education is not directly outlined in the US Constitution, one Amendment correlates with the US education system. That is the 10th Amendment. The proposed 28th Amendment would consist of free college tuition, private or public, after being admitted to a university. This Amendment would provide opportunities regardless of someone’s socio-economic background, improve educational access, and eliminate student debt loans. Public universities are overseen by the state and governed by a board of trustees, while private schools are controlled by independent organizations. The first step is to change Article I, Section 8 of the U.S. Constitution, which contains the enumerated powers laid out to the federal government. There are currently nine enumerated powers given to the U.S. Congress; the additional power would be [providing free tuition at U.S. universities]. By adding this power to Article I, it would be clearly defined. The 10th Amendment would provide additional support for Article I, Section 8, ultimately stating the power of the federal government to administer free tuition. Therefore, this power will now be delegated to the United States and benefit the economy. This proposed Amendment takes more of a socialistic approach to government than the democratic nation that we have adopted. The Amendment also highlights significant problems faced today with college tuition. Free tuition provides underprivileged communities and individuals from different socio-economic backgrounds with opportunities for higher
