Roosevelt was also known to be a great and popular president. The New Deal Roosevelt enacted helped the federal government grow rapidly. Because of this, modern presidents gained new powers to regulate the government. The larger government also resulted in larger agencies and a deeper bureaucracy that the president can use to develop policy. Roosevelt also sent the Executive Reorganization Act to Congress in January 1937 to improve the administrative and management capacity of the president, and established the President’s Committee on Administrative Management which proposed new reforms such as expanding the president’s staff, moving the Bureau of the Budget from the Treasury Department to the White House, and establishing a powerful planning agency in the executive branch. Not only would all of this make the executive branch a lot more powerful, but would have also diminished a lot of congressional control.
