In the 17th and 18th century state monarchs viewed themselves as absolute monarchs that controlled everything within their state’s borders. They mostly regulated religion and government. The absolute monarchy was developed with the permanent bureaucracy staffed by professional employed in the various councils of the state, a standing army, and national taxes, which fell most heavily on the poor.
As a society the peasants were being treated unequally.
