The government knows that initiating this project is wrong because if they didn’t then they wouldn’t have shut down the schools at the end of the novel. Closer to the final chapters of the book a lot of information about what this hidden system is about gets revealed. When Kathy and Tommy go to talk to Madam about getting a deferral their whole world comes crashing down. They find out about everything behind the cloning and the donations a Hailsham. Madam and an old guardian of their Mrs. Emily come clean about everything since there is nothing to hold onto since Hailsham is being shut down. She explained that scientific evolution was taken to new heights that got people very excited and new medical research was making its own break through.
