The Roman Empire took place from about 509 BCE until 27 BCE; the Athenian civilization was established in 509 BCE until 322 BCE. Rome was much bigger in area than Athens, Roman Empire being 1.699 million square miles and the Athenian city state at 1,131 square miles. Rome was also heavily populated compared to Athens. Rome had a population of 45 million people and Athens had roughly 300,000 people. Athenians were generally more stingy in giving out citizenships . A citizenship is a status or standing given by a government to its people. Rome was more open handed in passing out citizenships. Citizenship in Athens or Rome: Which was the better system? Rome had the better system of citizenship compared to Athens, because Rome was more considerate in giving citizenships in measured amounts, the senate was selected wisely and attentively from honored families, and they generously and fairly gave out citizenships to the diverse and different crowed of people.

Claudius (Roman emperor) gave out citizenships to the people of the land he conquered. This was a bright idea, the foreigners would have a chance of living a new life , in a new community.
