The Atlantic Charter was not a treaty but a declaration made in 1941 by Winston Churchill, the Prime Minister of Great Britain, and Franklin D. Roosevelt, the President of the United States. They met secretly to avoid detection from Germany. The Charter’s signing was pivotal during World War II because it united Britain and America against the Axis powers. At the time of the creation of the Atlantic Charter, the Axis powers were winning the war, and England suffered significant damage from the Blitz, a German bombing campaign.
