Authorities are examining an Austin cop's savage capture of an African-American grade teacher who was twice tossed to the ground amid an activity stop for speeding and remarks by a second officer who advised her police are in some cases careful about blacks due to their "rough propensities."
Video from the beforehand unreported June 2015 occurrence was gotten by the American-Statesman and KVUE-TV this week. The battle then proceeded, and Richter is seen tossing King to the ground. He shouts for her to put her hands in the face of her good faith. Ruler said in a meeting that she attempted to do as such as the two kept tussling.
The officer is then seen tossing her to the ground once more.
Ruler said that she didn't think Richter gave her a chance to react to his summons.
"It happened truly quick," said King, who endured minor scratches and wounds and saw a specialist the next day. "I wasn't sufficiently given time."

In consequent recordings, King is seen upset and bound in the back of a squad car, shouting at different officers to keep Richter far from her and her property. Spradlin's remarks came as he and King neared the correctional facility and occupied with a discussion about race and police.
"Why are such a large number of individuals anxious of dark individuals," Spradlin asks
