The congress hereby finds and declares that the death penalty shall not be abolished and should be a consequence for the people who commit deadly crimes such as murder. The Death penalty gives closure to the victims’ families who have suffered so much. Vicious murderers must be killed to prevent them from murdering again, either in prison, or in society if they should get out. Both as a deterrent and as a form of permanent incapacitation, the death penalty helps to prevent future crime.
DNA testing and other methods of modern crime scene science can now effectively eliminate all uncertainty as to a person’s guilt or innocence. Prisoner parole or escapes can give criminals another chance to kill. Taxpayers don’t continue to foot their bill while they stay alive on death row exhausting all measures of appeals for decades. It gives prosecutors another bargaining chip in the plea bargain process, which is essential in cutting costs in an overcrowded court system.
Be it enacted by the senate and the house of representatives of the United States of America in congress assembled this act be entitled and should be a punishment for anyone who commits murder.
