Captain Davis Community Policing: A Case Study

Captain Ed Davis was appointed Acting Superintendent of Lowell, Massachusetts Police Department. Lowell, Massachusetts has a population of about 100,000 that’s located north of Boston. (Cordner, 2016) Chief of Police Ken Fortier was appointed to Riverside, California Police Department. Riverside, California has a population of 250,000, at the heart of California’s Inland Empire east of Los Angeles. (Cordner, 2016) Both Captain Davis and Chief Fortier came up through the ranks. Captain Davis role, at LPD, was more of an external and less internal; for an instant the administrator, top cop, politician, and statesman. Chief Fortier role, at RPD, was more of an internal role for a moment the administrator, top cop, and statesman.
