I think the repetition of the word "brother" for Red Jacket is to prove to the White man that they are just the same as them, to make them see what they are doing is wrong and to show that they are friends. "Brother, this council fire was kindled by you; it was your request that we come together at this time" Also the emphasize of "you say" is followed with something negative "you say that you are right, and we are lost...you say there is only one way to worship and serve the Great Spirit" trying to show that they do not like what these white people try/making them
