The major downfall of the Articles of Confederation was simply it had no enforcement. The federal government, under the Articles, was too weak to enforce their laws and therefore had no power. The continental congress borrowed money to fight the revolutionary war and didn't have the resources or the economic stability to repay their debt. The structure of government was strong and centralized enough and the way things were implemented weren't effective enough.
