If my police department was to begin a department with training for events above that have happened and ones that will happen. This training would include counter tourism, hostage negotiator, crime scene analyst, photographer, and many more specially trained officers that would help in this type of situation. After the training there would be once an event like the one above happened the local police department would be the first to respond along with First responders and fire trucks. Then while the local police department is securing the area, the counter terrorist team would be activated. This team depending on the location would have only 1 hour to arrive set up and obtain as much information as they can and only 1hour to deploy the extraction team or the sniper would set up and began to look for a kill shot. Next would be the camera operator this person would film all that is happening and document all that is happening. All the information would be sent back to the station so that it could be picked threw and then used in the court of law.
