The concepts of governments are beginning to change during the 19th century due to the shift of people's views about the government. During 1848 Karl Marx and Friedrich Engels wrote the communist manifesto. Karl and Friedrich recognized that the proletariat will become the ruling class because they are the ones making the goods (doc 2).
