The audience for Common Sense was directed to the public of the colonies to make conscience of how necessary was the independence from British. The Declaration of Independence was direct to all, the opinions of mankind.
Why does Jefferson not discuss slavery in the Declaration?
Although one clause did mention the inhumanity of slave trading, it was later removed from the declaration at the request of South Carolina and Georgia. My interpretation of this was because slaves were not considered people, they did not matter; Slavery was a business.
