Adam Sutler, played by John Hurt is the "High Chancellor" in the movie V for Vendetta. Sutler is the "villain" of the movie. He was a young and upcoming politician who was religious and also part of the conservative party. This can be compared to the same life story of Stalin. Sutler was elected as prime minister and promised to restore order in the country because of an attack that Norse-fire launched. He used that attack, which he considers a "terrorist threat" as a ploy for genocide along with a propaganda campaign. This was all so he could appoint himself "High Chancellor".
