The plan confidently should remove an ethnic disparity, because conditions of the people, regarding ethnic/racial groups, language(s) spoken, cultural and religious customs, etc., taken into account. Therefore, there should be less confusion over how the direction of the PSA will be held. Additionally, these groups who are disadvantaged could also have a justifiable chance to seek for proper assistance they so dire need.
