The C3 training series is administered under the Health Equity program in the HIV/STD/Hepatitis Unit of the Communicable Diseases Branch of the NC DHHS. C3 is currently a part of required training for all HIV care and prevention contracts issued by the HIV/STD/Hepatitis Care and Prevention Unit.
The training is implemented by skilled trainers who are familiar with adult education methods and experienced in providing trainings to build capacity to serve culturally diverse populations. They are open to making suggested and necessary changes and modifications to improve the training, based on participants’ feedback and their own experiences during facilitation of the training. Culturally Competent Care (C3) is a training series comprised of three modules, created by the North Carolina Communicable Disease Branch’s CAPUS project.

To confirm success in delivering culturally competent training, the “C3 monitor observation instrument” is constructed to measure the degree to which cultural competence was applied in the training. The tool is meant to provide feedback to the trainer.
IEP/Organizational Assessment to C3 accreditation
The purpose of the instrument is to assist organizations in assessing their progress towards cultural competence, at the organizational and individual levels6.
The instrument consists of three sections: 1) Individual staff cultural competence 2) Environmental/structural cultural competence, and 3) Personnel information.
