Mao's stated policy was: "We kill small Chiang Kai-sheks. We don't kill big Chiang Kai-sheks" (Chang 127). No one talked about this policy, but it was talked in private. The revolution was a peasant revolution, peasants had a harsh life. The new government decided not to be scared. One of the document stated: "If we do not kill them they will come back and kill us" (Chang 167). In 1951, the officials launched a movement too stop corruption, waste and bureaucracy. It was called "Three Antis Campaign" (Chang 176). Soon in 1952, they launched another campaign. This was called "Five Antis" (Chang 177). The fiver targets were bribery, tax evasion, fraud, theft of state property, and obtaining economic information through corruption. After the "Three Antis" no one wanted to take charge of money. Mao turned China into the old kingdom with the help of United states. HE made China feel great and superior again. Mao now tries to create "Revolutionary Committies" (Chang 344), which was his new personal power. Mao was always careful not to burn his bridges, doesn't matter how crazed he was. He was successful in turning people into
