For a great deal of time, Britain and France were at war. America didn’t want to be associated with the war, so in 1793 President Washington issued a proclamation of neutrality asking his countrymen to be impartial toward both Britain and France. Britain,however, began stopping ships and seizing cargo set for France.This was in violation of America’s neutrality, and angered many American citizens and leaders.
