It is hard to define rehabilitation with a few pithy sentences. Since each one of us have different perspectives on rehabilitation depending on whether we are a health professional, a caregiver or relative of a patient, a client or patient, or a health administrator with budgetary responsibility (Richard, Taylor & Dean, 2012). There is the implication that rehabilitation is a complex process that demands a high level of professional skill and a holistic view of the individuals (Jefferson, 1941).

ICF was started in 2001, after the unanimous endorsement of classification as a framework for describing and measuring health and disability by the 54th World Health Assembly (WHA). ICF was implemented to improve disability statistics in several countries and with collaboration at regional level such as UNSD, UNESWA and UNESCAP (World Health Organization (WHO), 2014). From then, ICF has been applied in a variety of settings at national and international level.
ICF focus on the impact, creates the foundation and common framework is allowing all condition to be compared by using a common metric on the impact of functioning of the individual. ICF looks beyond the ideal of a purely medical or biological conceptualization of dysfunction, taking into account the other critical aspects of disability. This allows the impact of environment and other contextual factors on the functioning of an individual, or a population to be considered, analyzed, and recorded.
