In the domestic preparedness cycle, there are four important categories. These four categories play an important part in the emergency preparedness process. These four critical issues are prevention, protection, response, and recovery. Preparedness involves a combination of training, planning, increase awareness, exercising, performance, organizing to rebuild, sustain, and recognizing the capabilities so that they can be improved. During the preparedness process, it is important that the personnel training and equipment issues are identified so that they can be successful in a wide range of possible incidents.

The first is prevention which is the actions taken to avoid any incidents that may occur. Prevention will involve action needed to protect life and property from occurring. This may require some countermeasures such as adding and improving surveillance, unannounced inspections, intelligence gathering, public health, and investigations so that the threat is identified ahead of time. It is very hard to predict or prevent a natural disaster such as hurricanes, tornados, and earthquakes because they come without warning and devastate the area in which they attack. Protection is a product of prevention, but the primary focus is on location that are presentable targets for attacks. These areas may consist of the 17 infrastructure sectors following the events of 9/11that the federal government has identified. This will help provide overall security for these areas and allow for the prevention of attacks. These attacks include cyber-attacks on technology as well as physical targets that have been identified as important to natural security. The plans became useless when Hurricane Katrina began because the Gulf Coast experienced loss of life and damaged oil refineries, electrical power lines, pipeline and cellular phone
