While conducting the area check, I observed a blue Ford Utility coming in the same direction as me while in the back of the complex. The vehicle suddenly stopped and reversed into the back parking lot of the Dragon Flea Market. I continued my area check before being waived down by a City of Port Richey utility worker. The worker advised me that a blue, Ford utility was traveling through the parking lot at a high rate of speed. The worker further advised me that the vehicle almost struck him and other workers.

Persall stated that the vehicle belonged to his girlfriend, Kari Lynn Spinks.
I provided dispatch with the vehicle's FL tag (93EMP), which came back to a dark green, 2002 Ford utility . However, the tag was on a dark blue Ford and it was showing the owner as, Kern Robert McCarty. McCarty residence was located in the jurisdiction of the N.P.R.P.D. When questioned, Persall denied knowing McCarty.
I then provided the vehicle's VIN number to dispatch. Dispatch conducted a VIN check and advised me that the vehicle belonged to, Kari Spinks. Spings residence was located in the jurisdiction of PSO. The vehicle was showing as a 2000 blue, Ford utility. The tag on the back of the vehicle did not belong to it. Shortly after, PSO Deputy J. Kaptanoglu arrived on scene and took custody of Persall. Deputy Kaptanoglu confirmed that his agency had PC for Persall. Persall was placed under arrest by the deputy for felony battery, reference PSO case #17-004456.
Persall advised both Deputy Kaptanoglu and I that only one of the two back packs in the vehicle belonged to him. Deputy Kaptanoglu then advised me that Persall requested that his back pack remain in the
