INTRODUCTION:
This case involves Suspect Marcus Urena being cited and released in the field for H&S 11364(a)-Possession of Drug Paraphernalia and PMC 9.24.030(c)-Open container of alcohol in park.
LOCATION DESCRIPTION:
This incident occurred on the southwest side of the park near the restrooms.

EVIDENCE:

• (1)-Glass pipe approximately 3 inches in length with a broken bulb end, resembling a crystal methamphetamine pipe, with a burnt residue inside. The pipe was found in Urena’s backpack.

INVESTIGATION:

On 09-01-17 at approximately 1633 hours, I conducted extra service at Central Park. It should be noted that I have made arrests for persons in possession of open alcoholic containers, drug paraphernalia, narcotics and public intoxication at the above location.

I asked Urena if he had any narcotics or drug paraphernalia in his possession. Urena admitted to having a crystal methamphetamine glass pipe in his possession in violation of H&S 11364(a)-Possession of Drug Paraphernalia.

I arrested Urena for having drug paraphernalia in his possession. Incident to arrest, I searched Urena’s backpack and found a glass pipe inside, which resembled a crystal methamphetamine pipe. I also found an open 1.75 liter bottle of Gran Legacy Vodka which was nearly empty inside of the backpack.

Based on my training and experience, the glass pipe is commonly used to smoke crystal methamphetamine. I collected the glass pipe as evidence. I cited and released Urena in the field for H&S 11364(a)-Possession of Drug Paraphernalia and PMC 9.24.030(c)-Open container of alcohol in park (Cite #C427284).
