State and local government play key roles for emergency management functions. The State government establishes an Emergency Operations Plan, or EOP. Key activities need to occur in sequence and are in a checklist like format. A few state roles include informing the Governor of the situation, assessing the need for services such as evacuations, shelters, and search and rescue, and establish liaisons with federal and local jurisdictions to coordinate before, during, and after the disaster (Islam & Ryan 2015).
