With the assistance of the state and local guide published by FEMA emergency managers and other emergency personnel can draw upon FEMA's concept and develop risk-based, all-hazard emergency operations plans. The guide helps to clarify planning, response, and recovery processes that were devised by FEMA for use and implementation at the state and local level.
