Eric Johnson and John Payne’s theory provides insight on the behavioral decision theory and how to better understand criminal decision making. The decision to commit a crime is the first behavior function of our criminal justice system (Carroll, 1982). Carrol believed that decisions by our law officials all follow the choice of which criminals commit crimes. As we all know each offender has their own way of thinking and none think alike. Researchers have tried to determine the process of what leads a criminal to commit a crime (Johnson & Payne, 1985.) A central part of decision making is constructed by which the decision maker drives behaviors when choosing whether or not to make the right decisions before committing crimes. When it comes
