Conceal Carry in Illinois Illinois is the only state that does not allow conceals carry. Having concealed carry will help out the law abiding citizens. I also think that by having concealed carry it will help out the police in the state and also city of Chicago. 2nd Amendment is the right to bear arms and I believe that every citizen in Illinois should be able to do that. Illinois should allow their citizens the right to bear arms and allow conceal carry. Reasons to allow conceal carry in Illinois are that it will protect the citizens. “According to the Department of Justice’s 2007 Uniformed Crime Report, states with right-to-carry laws have a 30 percent lower homicide rate, as well as a 46 percent lower robbery rate” (Buyalos,2009). Letting people be able to carry a concealed carry weapon will have people think twice before they commit a crime because you never know if the person next to you has a weapon on them. By allowing conceal carry means people have to take courses to be allowed to carry which also means that will cost money. Having people take course and pay for them allows the state to make a little bit of money of each course that a person takes. Each course will cost certain amount of money and that means that the profits will go to the state. Having conceal carry can bring down the crime rate especially in the city of Chicago. “Law-abiding citizens use guns to defend themselves against criminals as many as 2.5 million times every year—or about 6,850 times a day” (Administrator, 2008). I believe that if someone is able to carry a gun lawfully and sees a crime happen that they can help out the police and I know I would do that. There is education available on conceal carry but will also be mandatory to be taken by any person who wants conceal carry. The Colorado conceal carry permit is recognized in 29 other states. A license will be issued to anyone who passes the test and background check and will have to be reissued every few years. “A license shall be valid throughout the state for a period of 5 years” (Phelps, 2013). It is also on the person to know when their permit is going to expire to go and renew it. A person will be responsible to have the license on the at all time when they are carrying the weapon, if for some reason it would get lost they have 24-48 hours to report their license lost to either state or local police. The right to carry is a privilege and everyone who does carry should take it seriously. Conceal carry could have its negatives. There could be a chance that some people will slip through the cracks and be issued a conceal carry which they know they shouldn’t have one. Also the crime rate may change because of those people. Banning handguns and other weapons might be a good thing and lower crime rate. “In 1982, the city of Chicago instituted a ban on handguns”(Agresti, 2010). That meant that anyone who didn’t work for the government couldn’t not rightfully own a handgun in the city of Chicago. That went on for years in Chicago until “In June 2010, the U.S. Supreme Court ruled (5-4) that Chicago's ban is unconstitutional” (Agresti 2010). Looking at facts and crime rate reports that ban didn’t work as good as the city thought it would. “Since the outset of the Chicago handgun ban, the Chicago murder rate has averaged 17% lower than it was before the law took effect, while the U.S. murder rate has averaged 25% lower”(Agresti,2010). Someone in an office might think that it’s good to ban weapons or not give the right for its citizens to be able to conceal carry but in the future it just fires back at them.
