Having the same topic on federalism, two authors James Bryce and Morton Grodzins expressed contradict views. In Bryce’s view of point, there were two governments in the same ground National government and State governments, each of them did their own job without related each other to prevent collision and friction. In detail, the National government was not change the Constitution, they only can refer it to the States or their legislatures. It meant that National government was be minimized their functions and it should be left to the States. The feature difference in Bryce’s ideas is that having an unavoidable fault, the State had to be the first to suffer with it, to face it without help because reasons and experiences could be on their side.
