On May 25, 2020, Floyd was with two of his friends at a food store in Minneapolis when the cashier at the store had accused him of pay for his items with a counterfeit twenty dollar bill, later resulting in the police being called then Floyd being handcuffed and restrained. Floyd had been resisting being detained at first, which caused Officer Derek Chauvin to restrain him, but Chauvin had restrained him by applying pressure into Floyd’s neck and knee for almost 10 minutes. While this idea did not gain permission to be passed, the city of Minneapolis did make some changes, including directing some of the funds from the MPD towards more community-based programs and initiatives. Alongside this, Minneapolis had passed the “Minnesota Police Accountability Act” in July 2020, which had banned chokeholds and requiring officers to intervene and report instances of excessive force by their colleagues. Not only did the city implement an act due to this case, but at a federal level, the George Floyd Justice in Policing Act was introduced to Congress which focused primarily on accountability, racial profiling, use of force, and qualified immunity. This Act was passed in the House of Representatives while the Senate faced some challenges, but it was eventually passed.
