In this article, Gutierrez, explains that many of the state board in charge of the sex offender registration law believe that the state of California would benefit from removing offenders that pose low risk. Gutierrez states, “...California requires all sex offenders, regardless of the type of offense, to register for life”(Gutierrez 3). This makes the registry filled with sex offenders, which makes it difficult for the public to differentiate from high risk offenders to low risk offenders. The registry was created to help prevent sex offenders from committing the crime again. However, over time it has shown that this is very unlikely to happen and 95% of the crimes solved were committed by people that had never committed a sex crime before
