After learning about Lead to Serve, L2S, in Tucson, Arizona, it’s been concluded that the theory best fit for this organization is Resource Dependency Theory. The Resource Dependency Theory is where the organization creates a relationship with another organization to obtain resources that they need, but their behavior is often shaped by the organization(s) they are dependent on. At Lead to Serve, the funding for their budget comes from local grants and from donations made by corporations and individuals. L2S in Tucson is dependent on the local government and other donors for the entirety of their budget. This includes staff salaries, project supplies and operating expenses. There is a conflict between the project leaders (the college students) and the staff in regard to the work load. The project leaders feel as though when the staff members are engaging in service projects the participants usually end up having very little to do for the project or are given insignificant tasks. This is frustrating the project leaders but the staff members feel the need to do this anyway because they’re wanting to ensure that the projects are getting done and that the funding for these projects comes in. Another conflict that is happening within L2S is between the coordinators and Sherry, the executive director. The coordinators feel as though there is too much being asked of them and not happy that Sherry has decided to continue accepting funds for projects that the staff should just enact, i.e. the high school tutoring project. Sherry however is backed by the board on her decision and has pointed out that accepting these funds and projects ensures that everyone has a job until they can figure out a more sustainable solution. This type of conflict isn’t very good for the organization but can lead to a good outcome. Should L2S focus on finding the “more sustainable solution” sooner rather than later, the coordinators wouldn’t be having this issue. In the organization, the two program coordinators, Megan and Eddie, became frustrated when their job descriptions exceeded to what the participants, which were the student workers, they were working with had to do. They did the service to make sure that they received the needed funding to continue as an organization. This scenario gave us they idea that they can benefit from the concept of Leadership and Decision Making in Groups from chapter 8 of Bolman and Deal’s Reframing Organizations. Lead to Serve also ran into the issue of being awarded $28,000 from the grant agency to tutor high school seniors in mathematics but the individuals that would be doing the tutoring are middle school students as well as high school students themselves. While observing this situation they were in, we felt that L2S could benefit from understanding the Decision Systems concept, which was discussed in chapter 6 of R.W. Keidel’s Framing Organizational Issues. Lastly, the organization mentions how they have team leaders who are college students at the University of Arizona and with them running into issues where the middle and high school students, who are participants and delegated to perform the service jobs, cannot assist in what they are receiving money for.
