Hans Speier defines public opinion as a free public communication from citizens to their government. He states that for this historic review as a free public communication form the citizens to their governments, that they can address on matters of concern to the nation, which in turn, is a phenomenon of the middle-class population. He also says that “public opinion is often regarded as opinion disclosed to others or noted by others. So opinions which are hidden/concealed from others which can be called either private or clandestine opinions (Speier, 1950).
