Query health information exchange [HIE] for a patient’s medical history
1. Case Study Summary in relation to Meaningful Use [MU] (stage 1 and 2) and Interoperability Requirements:
MU Stage 1 and 2 Requirements (HealthIT.gov, 2013):
• The information being electronically captured, in this case, information pertaining to a patient’s medical history, is standardized to be used in HIE
• This information pertaining to a patient’s medical history is used to track their clinical conditions
• This information is also used in care coordination processes that is facilitated by HIE
• Reports regarding clinical quality measures and public health information that involve HIE are initiated
• The information gathered from a successful …show more content…

The annual cost of using HIE in a health facility is approximately $3 million (Khurshid, Diana & Jain, 2015). With such a high cost, the returns would have to warrant such an investment. In a study, Khurshid, Diana and Jain (2015) have shown that benefits incurred mostly involved savings in labor, improved communication, and duplication reduction. By using the National Rural Health Resource Center’s (n.d.) calculator, the potential savings from an electronic health record [EHR] system and an HIE would approximately be $9,796,190. Of this, $495,599 would be savings generated from using HIE alone.
3. Measures of profitability/efficiency and quality for the case study:
The clinical quality measures [CQM] permit the measurement of health outcomes, patient safety, and care coordination, among others (CMS.gov, 2015). Since all of these measures pertain to HIE, they were chosen to measure the current case study.
3.1. Profitability:
Patient safety- o Reduced potentially preventable readmissions (about $229,250) (National Rural Health Resource Center, n.d.) o Reduced medication errors (about $265,980) (National Rural Health Resource Center, n.d.)
Efficient use of healthcare resources- o Cost savings from the reduction of medical reports (about $369) (National Rural Health Resource Center, n.d.)
3.2. Quality:
