In her interview, Pam Mulvaney, Human Resources (HR) Deputy Director, reviewed the statements in which Black provided her during the internal exit interview. Mulvaney stated Black did not come to the meeting to make a discrimination complaint regarding religion and gender-based comments from Fils-Aime. However, her statements were of concern to Mulvaney, and she reported them to the Director of Human Resources. Mulvaney stated comments regarding religion or the way Black felt Fils-Aime treated her as a female were not the main reasons she left her position. However, Black’s central statement focused on recent interactions regarding the TSET grant, which is outlined in the internal exit interview.

However, Fils-Aime informed him the position would be responsible for more specialized duties. Burdex stated he was aware that Black made $45k per year. However, Burdex stated he and Mulvaney advised Fils-Aime regarding posting the job at $50k, indicating it would create inequity between the two similar positions.

However, he did confirm Fils-Aime submitted an HCM-92 request to increase he and Black’s salaries. Burdex informed Fils-Aime that the HCM-92 had not been approved yet. Burdex could not recall the specific specialized duties which Black did not have to justify the increase in salary for the new position. Additionally, the position did not require any more experience or education than Black’s position. Burdex stated Black could have applied to the vacancy announcement being that the position was posted at a higher pay rate, but did not know if she was aware an HCM-92 was submitted to increase her salary to $50k.

After the first set of interviews in January 2016, the position was re-announced in February. During the first round, an applicant, Charlotte Lewis, was offered the position; however, she requested $90k.
