PURPOSE AND NEED STATEMENT The National Park Service (NPS) is proposing to replace the Kolob Canyon Visitor’s Center at Exit 40 just off Interstate 15 in the Kolob Canyon section of Zion National Park, Utah, as authorized by the 2001 Zion National Park General Management Plan. The new visitor’s center is needed to replace the current Kolob Canyons Visitor’s Center which is undersized to support the current rate of visitation to the park. The new facility would be constructed on the same site as the existing building; however, it will be sized appropriately with sufficient parking areas to serve the necessary function at the site. The new building would be constructed to use the existing site topography so that it blends as much as possible with the site landscape. The Kolob Canyon Visitor’s Center is the entry point for visitors wishing to gain entry to the Kolob Canyon Scenic Drive, the crimson canyons, and other trailheads and scenic viewpoints (NPS, 2001b). Communities near to the park and landowners also depend upon the water that flows through the park. The river flow with in the park is largely natural and is protected under the 1996 Zion National Park Water Rights Settlement Agreement between the State of Utah, the United States, and the Kane and Washington County Water Conservancy Districts. While the agreement allows for some development involving water resources above the park, it mandates that all water underlying, originating in, or flowing through be protected to remain free flowing (NPS,
