Modern government is fully different from the ancient government. In ancient days, king was not elected by the people. The person, who was most powerful, was sworn as a king of the state. The government was imperialist. The ministers were appointed by the king, whose main role was to assist the king in the day to day functioning of the empire. They were also not chosen by the people. The people, who were close to the king, were appointed on such post. There was no fixed tenure of the government like modern government, where government is chosen for fixed time. In modern government, the ministers are either elected by the people or appointed by the president on the basis of their qualification. The king occupies his chair till death and after him, one of his sons was chosen as next king of the empire provided no one opposes that move. This tradition was followed in majority of the kingdoms. The majority of the modern governments work according to the written constitution, the role and duties of the every department of the government is well defined where as in ancient government there was no such provision of constitution. The various department uses to work according to the rules made by the king. The modern government is answerable to the congress and congress has the rights to destabilize the government if it feels that, it is not working according to the constitution. They have the right to ask the questions from the ministers. Addition to this, modern government make sure that, in the government all the sections of the society gets their representatives, but in the ancients governments, the king was not answerable to anyone and his decision was considered to be final. There was no provision of congress, although in some countries, people were given power to choose their representative but in reality they had very limited powers.
The majority of the decisions, which were made by king, were made to stabilize the empire and government. The main objective of the ancient government was to increase the review of the government, and welfare of the people was not given priority. The tax which was collected from common man was spend on the army and only small percentage was spend on the development work. It was very difficult for the common man to reach the king and discuss his problems with the government, but in modern government priorities of the government has changed. The government consults the representative of the common man and then forms the law. Every year, government announces the budget, in which they specify the areas, in which they are planning to spend the money. The government is very well aware of the fact that,
