Japan does not protect disabled people against any form of discrimination. In some countries, people with disabilities were tortured and killed (Nazi, Germany). There are many African cultures where they are used as sacrifices to satisfy their Gods by stoning them to death. There are many countries that when a person has a mental disability, they are not protected against the discrimination that they endure. Some insurance companies today, like most in the past, do not cover pre-existing conditions that could have caused a particular disability. Some choose not to even cover or insure people with disabilities.
• How has the attitude toward people with disabilities changed over time? Attitudes towards people with disabilities have not changed all that much over time, in my opinion. The government used to put disabled people into institutions and they often forgot about them, which forced them to live in some very unsafe and unsanitary conditions. Many family members and employees of these institutions abused, neglected, and even murdered these people with disabilities. In the past, they used the word “retarded” to label anyone with a disability. No matter what kind of disability they had or how severe the disability was. Today, more people respect and accept the disabilities. The discrimination is still there, but I believe it is not as bad as it once was.
