1) What is resource overallocation?
Over-allocation means that a resource has been assigned more work than can be accomplished in the available time as dictated by the resource's calendar definition. In most scenarios, over-allocations can be remedied manually by extending tasks or moving them to accommodate the resource's availability.
2) What is resource leveling?
Resource leveling is the process that ensures resource demand does not exceed resource availability. The ideal scenario would be a buildup of resource usage at the beginning of the project and a reduction at the end of the project. Some conflicts cannot be resolved using the automatic techniques in MS Project. Other times, the automatic leveling can create a situation that isn’t feasible for the workers. You can also manually resolve the conflict if you want/need more control over the resolution.
3) Under what circumstances would you want to manually resolve conflicts?
When a resource is assigned too much work in a given period, the most effective way to reallocate or reschedule the work is to examine all pertinent details and decide which trade-off to make.
