This is due to the changing of people, the land, and type of rulers over time. To overrule or change a amendment it has to go through the amendment process. This is a process in which there needs to be an amendment added saying that the previous one is abolished (Some Proposed Amendment, 1). An example of this process is when congress decided to abolish prohibition, which went against the 18th amendment, which prohibited alcohol of any kind. To officially end prohibition congress needed to propose and get approved the 21st amendment, which said that you could sell, consume and produce alcohol again. Congress was forced to pass the 21st amendment because the prohibition of alcohol was during the roaring 20s and people were illegally drinking in speakeasies. Another example of the system is when the 19th amendment was approved giving women the right to vote, which conflicted with the 16th amendment, which said that people of all races can votes but only if they are male
