1.

PURPOSE OF JOB:
As set out in the Children’s Plan , Building Brighter Futures, this post will lead on the implementation of Lincolnshire’s Parenting Plan

2.

MAIN RESPONSIBILITIES, TASKS & DUTIES
i.

Work with delivery partners to implement Lincolnshire’s Parenting Plan engaging children’s and adults services so that the logic of the Every Child
Matters programme is embedded across all agencies

ii.

Develop and implement a communications plan for the public and delivery partners which promotes Lincolnshire’s vision for all parents and illustrates how parents can help their child to achieve the 5 Every Child Matters outcomes iii.

Ensure high-quality resources and information on all aspects of parenting are widely available in schools, children’s centres, libraries, health centres, community centres and via the internet.

iv.

Provide support and guidance to the virtual commissioning team to enable effective and accessible parenting support, information and guidance to be available to all parents targeting resources to those with greatest need.

v.

Work with all delivery partners through training and networks to create a culture where all agencies give strong and consistent messages that o parents/carers are valued partners o parents are the most important influence on their child’s future o every parent will need support at some point in their child’s life parenting provision is key to tackling anti-social behaviour and contributing to other social and community objectives.

vi.

Work with the commissioning team to agree a service model for family support through the integrated teams recognising that there may need to be local variations according to local need.

Lead on the implementation and provide professional supervision to the
Parent Support Advisor role across the authority

Provide leadership, an effective and coordinated structure and training to partner agencies on how they can use research informed methods for engaging and supporting parents, especially the most vulnerable parents

Undertake a workforce needs analysis and provide training to Children and
Young People’s Strategic Partnership’s delivery partners as part of the integrated training plan to enable the workforce to be skilled to deliver the parenting plan.

Working with partners, deliver evidence based structured parenting programmes ensuring a consistent and co-ordinated approach across all agencies xi

Develop a district/integrated programmes xii

Work with Local Children’s Partnerships to identify how existing services contribute to the core offer for parents and to identify the remodelling, decommissioning or new commissioning that needs to take place to ensure an effective local effective services

Evaluate level of specialist support for parents and carers of children with learning difficulty, disability or special educational need (LDD/SEN) and make recommendations for developments in line with assessed needs.

Ensure good links are maintained between relevant agencies including the
Anti-Social Behaviour Action Team, Youth Offending Team, Adult mental health services and other pathfinder projects/partnerships to ensure consistent approach to parenting

Provide leadership to the implementation of the early intervention project and other pathfinders/projects as requested
