John Penn was born May 17 of 1741 close to Port Royal in Caroline County , Virginia John was an only child to his parents, Moses and Catherine Penn. Moses was a moderately successful planter. John Penn had a rough childhood. His father died when he was eighteen years old. Although he had some basic schooling as a child from a country school or tutoring at home ,, John had access to a relative’s library which allowed him to begin studying the practice of law. .Around the age of 22, he became licensed to practice law in the state of Virginia.
