John Winthrop Preamble “City Upon a Hill” and Slavery In 1630 John Winthrop declared a powerful statement to the people in the New World stating, “"We shall be as a city upon a hill, the eyes of all people are upon us,” (ushistory). Winthrop wanted the people living in the new world to be the perfect example of Puritans. In other words, “our Community as members of the same body, soe shall wee keepe the unitie of the spirit in the bond of peace” ( mtholyoke). At that time, this declaration was only meant for the white people of the same body. The black were not consider to have the “same body” because no other person of color or slave could be such example.
