February 9, 1950, Wheeling, West Virginia Joseph McCarthy expressed his beliefs to the Ladies' Republican Club of Wheeling, McCarthy stated the United States was in a weak spot in the Cold War and because of disloyal and poor actions made by officials in the State Department. McCarthy was waving a piece of paper in his hand during this rant, his audience was fascinated that he said he had a list of 205 names of Communists working at the state department. Further continued with that some of them were in policy-making positions, and that they were well-known names to the Secretary of State. The media heard McCarthy's accusations of Communists working in the state department and carried the story.

Another factor for Joseph McCarthy's rise was that most Republican members of Congress were backing McCarthy. There was the sense that there was "Communists in government" more on the end of these issues could pay political dividends. Republicans were still frustrated by their losses in the 1948 elections that they hoped the politics of anti-Communism could be the vehicle that would carry them back to gaining power in 1950 and 1952.
