Social care for children and young people Every local council is obligated to promote and protect the welfare of the children and young people in its community. For more than 30 years the government-labour and conservative have made this a priority and in other to get services provided, they have adopted the process of outsourcing and marketising. Various changes to care commissioning services are a clear example of the involvement of the private sector.JSNA forms the basic structure for this commissioning and service delivery. In Wolverhampton, the ‘Special Education Needs and Disability (SEND) is a major priority and the way children and young people with SEND receive social care, educational, and health services was improved by the introduction of the SEND code of practice (2015) and the children’s and families Act (2014) children and young people between the ages of 0 and 25yrs with special needs like physical and learning disabilities, autistic spectrum disorder, and special education needs are considered.
