The first issue to deal with is the author's assumption that transportation system, parks and recreation department play an important role for the people, who are going to open new offices and factories. In reality, this argument may be false in many cases. Business people are usually very keen on achieving their business goals. Hence they do not have much time for relaxation, walking in parks and visiting recreational departments.
