Rationale for KPMG Nurse Decision:
The issue at the CPD (birth) was the claimant’s low birth weight. At the CPD, the claimant’s weight was still significantly below the normal growth charts established by the Centers for Disease Control and Prevention (CDC). At 21 months of age, his weight remained below the third percentile.
