In December 1992, Lashonda Davis, a student at Hubbard Elementary in Monroe County, GA filed a complaint for an alleged continuous pattern of sexual harassment by one of her classmates. Davis claimed her classmate would touch her inappropriately and make vulgar comments on several occasions. Lashonda Davis told her mother and her teacher about these incidents and her teacher reported these incidents to the school principal, in which her mother claims no actions had taken place once the incidents were reported. In May, after months of the continuous sexual harassment, the alleged harasser was charged and pleaded guilty to sexual battery.
