Introduction
The act of examining existing laws and implementing changes in a legal system is called law reform, and is due to the changes within a society. It is the response to these changes and the implementing of that which is called into question in this essay. Legal systems will often have to reform the law, to keep it fair, just and relevant. Domestic Legal systems are effective at initiating and enforcing the law, but often struggle to respond quickly to changes in the society, due to the long and hard process of passing a bill through parliament and then making that bill legal. On the other hand, International legal systems like, the UN and the EU are often seen as ineffective in initiating and enforcing their laws, due to state sovereignty. But International legal systems are very responsive to react to changes and events around the world.
